- 2Look up the specific AD rate for the manufacturer/exporter (or the all-others rate)
- 3Look up any applicable CVD rate for the country/product

How are anti-dumping rates determined?
The Commerce Department compares the export price to the normal value (home market price or constructed value) of the goods. The difference is the dumping margin, which becomes the AD duty rate.
Can AD/CVD rates change over time?
Yes, annual administrative reviews can raise or lower rates for specific exporters. Sunset reviews every five years determine whether the order continues. New shippers can request reviews to establish individual rates.
