Total Duty = Normal Duty + AD Duty Rate (%) × Entered Value + CVD Rate (%) × Entered Value

EV: Entered Value ($) — Customs value of the goods subject to AD/CVD order
AD: Anti-Dumping Rate (%) — Dumping margin set by Commerce Department investigation
CVD: Countervailing Duty Rate (%) — Subsidy offset rate from Commerce Department investigation
ND: Normal Duty ($) — Standard MFN duty from HTS schedule

How are anti-dumping rates determined?

The Commerce Department compares the export price to the normal value (home market price or constructed value) of the goods. The difference is the dumping margin, which becomes the AD duty rate.

Can AD/CVD rates change over time?

Yes, annual administrative reviews can raise or lower rates for specific exporters. Sunset reviews every five years determine whether the order continues. New shippers can request reviews to establish individual rates.
